Changing and Transforming the Egyptian National Library and Archives according to the Requirements of the Cultural Sector within Egypt Vision 2030: A Strategic Vision

The study aims to develop a strategic vision for transforming the Egyptian National Library and Archives (Dar al-Kutub al-Misriyya) in alignment with the requirements of Egypt’s Culture Sector within the Sustainable Development Vision 2030. The development of this vision went through several phases. The first phase identified the motives of change and transformation at Dar Al-Kutub. The second phase defined the objectives of this change and transformation. The third phase focused on identifying the areas to be included in the change and transformation process, specifically the library’s strategy (including its new vision and objectives), activities and operations, material resources and applied technologies, work policies and procedures, organizational structure, human resources, leadership, and organizational culture. The fourth phase determined the appropriate approach for change and transformation, i.e., planned change. The fifth phase involved developing an implementation roadmap for the transformation, which included (7) main axes, encompassing approximately (33) implementation measures. Finally, the sixth phase addressed the evaluation and monitoring of the transformation plan, relying on about 49 target indicators. The study adopted the case study method, one of the descriptive research methods, to analyze and describe in detail the current situation of Dar Al-Kutub. Data collection relied on a checklist divided into (8) axes. The study concluded with a set of findings that answer the research questions, along with a group of recommendations.
