This research aims to examine the gap between the evolution of hybrid cyber threats targeting documentary heritage and the limitations of existing legal and technical frameworks capable of addressing them. It focuses on multi-agent detection and decentralized verification strategies in light of 2026 technologies and international standards issued by NIST, ISO, and IETF. The research addresses three main themes: the legal framework for data sovereignty, multi-agent detection strategies (SentinelNet, cyberSPADE), and decentralized verification mechanisms (DIDs, blockchain, KERI)
The significance of this research lies in presenting an integrated model that combines legal obligations and technical controls across multi-agent systems to address emerging threats such as deepfakes and language model deception, while bridging the gap between rapid technological development and the slow pace of regulatory frameworks. The paper concludes that this integration represents a promising strategic direction for building secure, auditable, and compliant knowledge repositories. It also highlights the challenges of accountability and responsibility in autonomous agent systems and offers recommendations for developing flexible legal frameworks that keep pace with the innovations of 2026.
